Merge PDFs on a phone without installing an app

A phone browser can merge PDFs on the device: choose the files from the Files app or Downloads, drag the page thumbnails into order, and save the combined PDF back to the phone. No app, no account, and the files never leave the phone.

You have three PDFs on your phone — a scanned form, a photographed receipt, a letter someone emailed — and the portal wants one file. The app store offers you a merge app with a subscription and an account. You do not need it. Your phone’s browser can do the whole job on the device, and the files never go anywhere.

Before you start

Have the PDFs somewhere the browser’s file picker can reach:

Photos of documents are not PDFs yet. Turn them into one with JPG to PDF first, or photograph pages directly with Scan to PDF, which straightens and sharpens them on the device.

Step by step

  1. Open Merge PDF in Safari or Chrome.
  2. Tap the file area. The system picker appears; select every PDF you want to combine. On iOS, tap Select in the picker to choose several; on Android, long-press the first and tap the others.
  3. The pages appear as thumbnails. Drag a page — or a whole file’s group — to change the order. Pinch or use the size control if thumbnails are too small to tell apart.
  4. Tap the run button. The merge happens in the tab; a receipt shows how many document bytes were sent, which is zero.
  5. Save. Safari offers a download that lands in Files; Chrome on Android saves to Downloads. From there you can share it to the portal, email or a message.

Why this is safe to do with a real document

An app or an online service that merges your files has your files. The browser approach never sends them anywhere: the PDFs are read into the tab’s memory, combined there, and written back to the phone. Open the browser’s developer tools on a laptop some time and watch the Network panel while merging — here is how. On the phone, the receipt under the result is the same information in one line.

Questions people ask

Where does the merged PDF go on an iPhone?

Safari shows a download prompt and saves to the Files app, in the Downloads folder by default. Open Files → Downloads to find it, or use the download arrow in Safari's address bar. You can also share it straight from the download prompt.

Can I merge photos of documents too?

Yes — use JPG to PDF for a set of photos, which places each image on a page without re-encoding it, then merge the result with your other PDFs. Or use Scan to PDF to photograph pages and have them straightened on the device.

The page went blank on a large file. What happened?

The phone ran out of memory for the tab. Merging is light, but a hundred full-page scans at high resolution is not. Compress the large file first, merge in two or three batches, or use a laptop for that one job.
